Release checklist

* Update CHANGES.txt

* Update README.txt with the current version number

* Update setup.py with the current version number

* To make a snapshot, run "./snapshot_setup.py sdist".

* To make a final release, run "./setup.py sdist".

* Copy the files to 
    www.python.org:/usr/local/WWW/www.python.org/sigs/distutils-sig/download/

* For a final release, update download.html with the current stable version
